ResProp Management helps people find apartment homes and builds communities. We are a multi-family property management company that serves people, community residents and owners. We got our start in 2010, have grown to over 21,000 units and we are continuing to grow daily. We owe our success to our focus on servant leadership, and our commitment to hiring top talent from the most innovative companies from both inside and outside the multifamily industry.
We are seeking a highly skilled, tech-forward Compliance Specialist to join our team in a fully remote role (with ~1 site visit per month). The Compliance Specialist serves as the Subject Matter Expert (SME) and operational partner for our affordable housing portfolio, ensuring full regulatory compliance across complex, layered affordable programs.
In this role, you will act as a trusted partner to site Property Managers, Regional Mangers, and regulatory agencies. You will balance property leasing velocity with uncompromising quality control (QC), audit readiness, and regulatory integrity. The ideal candidate is self-motivated, technically sharp in reading LURAs and auditing PMS backend configurations, customer-focused, and comfortable navigating complex compliance rules (e.g., NAUR / 140% Rule, Public Housing regulations) with patience and confidence.
What You'll Do
Program Compliance & Operations Partnership:
Partner closely with Property Managers and Regional Directors to maintain full occupancy and a continuous pipeline of eligible applicants across layered affordable programs, including:
- Low-Income Housing Tax Credit (LIHTC)
- Public Housing (HUD Public Housing)
- Rental Assistance Demonstration (RAD) & Project-Based Vouchers (PBVs)
- Permanent Supportive Housing (PSH) & Section 811
- Bond Programs (Private Activity, Tax-Exempt, Public Facility Corporations)
- Workforce Housing (SHIP, SAIL, Live Local, HFC)
- Mixed-Income Housing & Local Income-Based Restrictions
LURA & Software Backend Governance
- Read, interpret, and operationalize Land Use Restriction Agreements (LURAs) and regulatory agreements across the portfolio, translating complex legal set-asides into clear operational rules for site teams.
- Audit and verify Property Management Software (PMS) backend compliance settings (Yardi, RealPage, Entrata, etc.) to ensure system utility allowances, income/rent limits, set-aside percentages, and program rules strictly match legal LURAs and HUD guidelines.
File Audits, QC & Regulatory Mastery
- Perform pre-approval reviews of tenant certification files (move-ins, annual certifications, and unit transfers) for 100% accuracy, eligibility, and audit defensiveness.
- Apply and guide site teams through complex regulatory mechanics, such as the Next Available Unit Rule (NAUR / 140% Rule), Public Housing flat/income-based rent rules, student rules, self-employment verifications, and income-averaging rules.
- Manage EIV compliance, compliance checks, and regular reporting

- Remote Drive & Resilience: Self-managed and internally driven to organize high file volumes, prioritize competing audit deadlines, and stay on task without step-by-step supervision. High level of competence and comfortability navigating CRMs like Zoho Desk, Zendesk of Salesforce to manage ticket queue and file review life-cycles.
- Customer Focus & Soft Skills: Outstanding written and verbal communication skills; ability to build trusting, collaborative relationships with site teams while confidently enforcing compliance standards.
- Travel: Willingness and ability to travel as needed for property visits, audits, new property on-boardings and team building events (~1 visit per month).
